Ukrainian cities and regions, in partnership with sister cities, US states, EU regions, and global networks, are driving forward local clean energy solutions that strengthen resilience, security, and democratic governance. The discussion will explore case studies of microgrids, decentralized renewable hubs, and city-to-city cooperation, showing how subnational actors act as climate diplomats in rebuilding Ukraine. It will also draw lessons for how local diplomacy can reinforce national commitments (NDCs) and global frameworks, making Ukraine a laboratory for linking climate, energy security, and peace.
